In the Second Vatican Council’s documetn Dogmatic Constitution on the Church, we read:

“By reason of the knowledge, competence, or pre-eminence which they have, the laity are empowered indeed sometimes obliged to manifest their opinion on those things which pertain to the good of the Church. If the occasion should arise this should be done through the institutions established by the Church for that purpose and always with truth, courage and prudence and with reverence and charity towards those who, by reason of their office represent the person of Christ.”   ( “Dogmatic Constitution on the Church” (Lumen Gentium, 21 November 1964). Purpose and objectives of a parish pastoral council

• Purpose: To assist the pastor in his leadership role of planning, organizing, initiating, promoting, coordinating and reviewing the evangelization, worship, religious education and service activities within the parish.
• Objectives:
  • To assess adequately the needs of the whole parish and its members, and to develop and implement a pastoral plan which will promote the common good of the parish.
  • To foster unity and a sense of community in the parish and to coordinate all parish activities in a manner that will best serve the interests of the parish.
  • To promote programs and activities recommended by the Archbishop, Archdiocesan offices and agencies as well as the pastoral council itself.
